新型城镇化进程中新型农村社区治理研究

摘要：党的十八大报告提出了推进新型城镇化的战略任务，新型城镇化必然要求实现城乡一体化，而新型农村社区治理就成为新型城镇化的重要组成部分，其治理状况关系到新型城镇化的目标能否顺利实现。相对于传统农村社区，新型农村社区在人口组成、生活方式、产业结构、利益关系等方面更加复杂和多元，这对传统的社区治理模式提出了巨大挑战，也彰显了新型农村社区治理的重要意义。然而，当前新型农村社区治理中存在着因征地拆迁引发的农民心理适应难、村民阶层分化导致的社区融合难、社区工作人员与村民素质参差不齐造成的管理难等问题。通过增强村民社区公共事务参与度、增加社区公品供给、提高社区治理水平等措施，能够优化当前的新型农村社区治理。90825

The Research of New Rural Community Governance in the New-type Urbanization

Abstract: The report of the 18th CPC National Congres puts forward the strategic task of promoting new urbanization。 New urbanization is bound to achieve the integration of urban and rural areas, and the new rural community governance has become an important part of the new urbanization, its governance status related to the goal of the new urbanization can be successfully achieved。 Compared with the traditional rural community, the new rural community in the population composition, life style, industrial structure, interest relationship is more complex and perse, which presents a huge challenge to the traditional mode of community governance, but also highlights the importance of new rural community governance。 However, the current new rural community governance are caused by land expropriation of farmers' psychological adaptation is difficult, due to villagers stratification of community integration difficult, community workers and villagers' quality caused by uneven management problem。 By enhancing the participation of public affairs in the community, increasing the supply of public goods and improving the level of community governance, we can optimize the current new rural community governance。源G于J优L尔V论N文M网WwW.youeRw.com 原文+QQ75201`8766

建国以来，我国非常重视城镇化的发展，城镇化对推动我国现代化建设有着至关重要的作用，但是传统的城镇化模式存在着许多弊端，因此十八大提出了推进新型城镇化的战略任务。新型农村社区是统筹城乡、城乡一体的底层突破，新型农村社区治理作为推动新型城镇化的重要内容，不仅关系到广大农民的生活水平，还影响着国家未来的发展。但由于新型农村社区治理仍处于探索阶段，所以研究其具有十分重要的现实意义和深远的历史意义。
