摘 要：淮安作为老区，拥有非常丰富的历史遗存，具有发展抗战遗址旅游的资源优 势。文章通过对淮安抗战遗址当前开发状态的调查，发现了开发中存在政府相关部门不够 重视、资源保护不力、旅游产品单一、配套设施较薄弱、缺乏资源整合等问题。为了使淮 安抗战遗址旅游有更好的发展，提出完善管理体制、加强宣传保护、增强游客体验性、突 出营销方式、整合资源等开发策略，为其稳健发展提供参考依据。90657
