摘 要 ： 加强旅游景区的建设与管理，并提升旅游景区的服务质量水平，对旅游业健康 发展起着至关重要的作用。然而在 2016 年，全国有 367 家 4A 级及以下景区在旅游景区质 量等级划分与评定的复核阶段被处以不同程度的处罚。以被降级的明祖陵景区为例，其在政府引导、政府参与模式、景区周边配套设施建设、旅游交通、游览设施与服务、旅游安 全、景区卫生、景区购物、景区资源吸引力、景区市场吸引力及其接待方面等方面都存在 着不小的问题，因此必须根据景区存在的这些问题出发，采取应对策略以扭转被动局面， 这对于推动旅游景区健康、迅速的发展也起着重要作用。85510

Abstract：Strengthening the construction and management of tourist attractions and improving the service quality of tourist attractions play a vital role in developing healthy tourism。 However, there were 367 4A grade scenic spots in the country been punished differently in the review stage of the quality grade classification and evaluation in 2016。 As an example,Zuling Tomb of the Ming Dynasty in XuYi was punished because of many reasons。There were many problems with
the government guidance, government participation pattern and the surrounding areas of infrastructure construction, tourism traffic, tour facilities and services, safety, health, tourism scenic scenic scenic resources, scenic attraction, shopping market attraction and reception in Zuling Tomb of the Ming Dynasty。 It is not a small problem, so it must be on the basis of scenic spot these problems,and corresponding measures should be taken to reverse the passive situation, which is also important to promote the healthy and rapid development of tourism。
