摘要：在经济全球化区域一体化的大背景下，地方政府治理是国家整体治理过程中的重要构成要件并影响着国家治理，因而，提高地方政府治理能力是形成国家治理能力现代化的主要前提。我国在地方政府治理中存在着公共服务缺失、地方保护zhuyi滋生、治理主体单一、治理理念淡薄、治理责权不清等不足。为了提高地方政府治理能力，需要针对我国地方政府的治理困境探讨出适宜我国地方政府治理能力的路径，使我国地方政府治理水平在原有的基础上上到一个新的台阶。71642

On the Path of Improving the Governance Capacity of Local Government in China
Abstract: In the economic globalization, regional integration in the context of local governance is the country's overall governance process is an important constituent elements and influencing national governance, thus, improve local governance capacity is the main prerequisite for the formation of national governance modernization. Our presence in local governance in the absence of public services, local protectionism breed, single governance body, weak concept of governance, management and other issues unclear responsibilities and rights. In order to improve the capacity of local governance, local governance needs China predicament respective paths to explore construction of administrative capability of local government in our country, the basis of Chinese Local Government on the original up to a new level.
