The world has become an integral whole, in such a globe village, if we want to hear the voice of the world and be heard by the world, we must equip ourselves with a nice English level. The development status of rural basic education directly decides the overall quality of the Chinese population. The solution to all Chinese problems in the final analysis is rest with the rural. As the foundation of the whole education undertaking, rural basic education still is the priority among priorities in the whole education. The rural English teaching problems are key point and difficult point in the rural basic education, is a hotspot issue in English study, too. Today as an important subject, English has become vital constituent in Chinese basic education. At present, the rural school starts to open English course from grade three in primary school, in accordance with national requirements, but due to the limitations of conditions, rural primary schools usually look on English as minor, so the students can't learn the ABC of English well in primary school, a great many student form a bad English learning habit. In junior high school, English becomes one of important subjects and main subjects in senior high school entrance examination, however rural junior high school students still regard English as a subject not a language, who only take English test ability seriously and ignore the communicative ability, and artificially split the connection between language listening, speaking, reading and writing. Finally, oral language, listening and other English communicative competences are weak, English test ability is not high, either. Consequently dealing with the problems of rural junior high school student’s English learning is extremely urgent.

In a word, I believe that it is helpful for the efficiency of student’s English learning and teacher’s teaching.

II. Research background

Standards (an experiment draft, published in 2001, short for the Full Time Compulsory Education English Curriculum Standards) raises a new and higher claim for the rural junior high school students on English learning. With the development of globalization and society informatization, the importance of English is becoming more and more prominent. China is an agricultural country, among which rural population takes more than eighty percent of the whole population. Rural junior high school students also are a giant group, who almost take over two-thirds of the national junior high school students. To some extent, the English level of rural junior high school students can really reflect the English level of the whole nation. In the first place, we pay more attention on English learning in rural basic education. However our country has an enormous population with a vast territory, and urban and rural areas economic development is uneven. Due to the poor rural economy, the rural junior high school doesn’t have enough facilities, which are necessary for English learning. What’s more, most of the rural junior high school students didn’t lay a good English foundation when they were schoolchildren. There is a wide difference in faculty between rural junior high school and the city. The artistic appreciation of rural parents is generally low, which makes the rural junior high school students hard to meet the qualifications of reborn, higher and more comprehensive, proposed by Standard.     Expert Eillis (1994), who regards any language other than the mother tongue as the second language in her book Second Language Acquisition. At present, most scholars study the mother tongue, second language and foreign language respectively, which are consensus in foreign language research, with no dispute. In general, mother tongue second language and foreign language learning are three administrative levels. For those Chinese students who learn English, English learning is a process of foreign language learning, which belongs to the process of accepting foreign language knowledge and development of communicative competence in foreign language.
