摘要：我国大力推进农业经营体制的创新，农业经营方式不断转变。淮安市面积广阔土地资源丰富，但是在农业经营方式转变过程中耕地面积不断减少。本文通过对近年来淮安市土地使用状况进行分析，发现淮安市土地流转正在快速的进行，农村的经营方式不断的多样化，农村经营方式向土地不断开发和效益不断增加的方向转变，最后提出更好的进行农村土地流转的一些建议如：从增加收益，加强法律意识，健全社会保障等进行引导这些方面入手，以促进淮安市土地流转能够更好的进行。80843

Abstract：Promote the innovation of agricultural management system in our country,the agricultural management continuing changing。Huai’an vast land and rich land resources,but  land area is decreasing in the process of agricultural management way change of cultivated。This article based on the analysis of the land use status in huai’an city in recent years,found that the land transfer in huai’an city is rapidly carried out,the way of rural management has been persified,the way of rural management to land development and income increasing direction change,finally puts forward some Suggestions such as better for rural land circulation，for example:increase revenue,strengthen the legal consciousness,sound social secyrity and so on to promote the transfer better carry out。

1  引言
