Actually, from the opium war or even earlier, the Chinese people are aware of the dangers of drugs, smoking, and continues to this day.
Inland for the study of drug abuse problem has a long history, this article will discuss the economic aspects of research to understand the opium into gansu is the prohibition and the cause of the flood, through the analysis to summed up the special period of the public policy failure cause, and thus can be more deep understanding of region in gansu province during the period of the republic of China the economic cause of the failure of the ban.

1 绪论
1．1 研究综述
对于内陆地区毒泛滥问题的研究由来已久，很多学者和专家都做过这方面的研究。文献资料大致都有关于分析禁毒运动、探究种植、吸食和贩卖状况猖獗的成因、浅析禁烟立法以及鸦危害等几大面。
有关阐述了不同时期、不同地点的禁烟禁毒运动，基本上是从运动的开展说起，重点论述建国后禁烟运动所颁布的条例和那些地区禁毒运动的特点，通过一些鲜明准确的数据，向我们展现出甘肃地区的烟毒泛滥之广、危害之深，由来已久。从这些研究文献中可以看出，甘肃鸦是先由陕西流入，通过几禁几猖后，于民国年间开始大规模禁烟，但是涉及利益经济问题虎头蛇尾、草草收场。“本次禁烟虽然计划周密，但官府某税，商人谋利，凭照购吸形同儿戏，所以禁烟只能是轰轰烈烈开始，冷冷清清结束。”【12】
在研究甘肃地区鸦种植、吸食和贩卖泛滥、猖獗原因的多部研究文献中，都从各个角度进行了深入的分析。不难发现在当时，民国政府根本无力治理中国内陆地区，在军阀统治下的割据、混战和鸦种植牵扯军阀间的利益纠葛是当时鸦泛滥的一个主要原因。除了政府方面的原因，也谈到甘南地处偏远、藏民习俗、其他莠民的进入从而导致的种植和贩卖等也是甘南地区毒种植的原因。众多学者都分别从贩运者、贩运渠道和当地人民的文化程度、意识水平上进行过研究论述。论文网
