摘 要：在经济全球化的背景之下，开放型经济的发展成为各国经济的发展趋向。本文使用理论研究与实证分析相结合的方法，对淮安市开放型经济发展现状和对策进行研究，发现淮安自1995年以来，实行“外向带动”政策取得一定的成果，逐渐发展成开放型城市，然而与经济发达地区如苏州、常州、无锡等相比，淮安市开放型经济的发展比较缓慢，因此淮安应进一步发展开放型经济，本文为淮安市开放型经济的蓬勃发展给予理论上的支持。56201

Abstract：Under the background of economic globalization, the development of the open economy has become the trend of international development. This is focused on the present situation and strategies of the open economic development of Huaian from the perspective of theoretic research and empirical analysis. Huaian has implemented export - oriented strategy since 1995 and has made some achievements. It gradually becomes an open city. However, Huaian′s development is slow comparing with the economically developed areas such as Suzhou、Changzhou、Wuxi,. Therefore, Huaian should further develop the open economy. This article studies the development of Huaian open economy problems which can provide theoretic and support for prosperous development of Huaian open economy.

1 引言
