摘要本文开头站在2015年央行的利率政策角度引出存款保险制度并分析选题意义与背景；紧接着对存款保险制度国内外相关文献进行综述；然后对存款保险制度的相关理论进行分析，包括其含义与意义；在此基础上解读西方国家存款保险体系并从中借鉴经验；接下来论述存款保险制度在中国的演进与现状解析，尤其对2015年《存款保险条例》中的新颖条例进行了评价；最后指出条例的三点不足之处，包括费率、宣传与存款保险机构的性质界定问题并给出相应建议。49999

The establishment and development of deposit insurance system in China

Abstract First of all,this paper tells us a station in 2015 the central bank's interest rate policy which leads to the deposit insurance system and analyzes the significance and background ; followed by the deposit insurance system at home and abroad literature review; this paper assayed the pertinent theory of the deposit insurance system, including its meaning and significance; on the basis of this interpretation of the deposit insurance system in the western countries ,we can emulate their methods; Then we discuss the evolution of the deposit insurance system in our country and analyze the current situation , especially for 2015 "deposit insurance regulations" in the new regulations were evaluated. Finally, it points out three drawbacks including questions about the rate, the propaganda and the deposit insurance institution then gives homologous suggestions.

一  绪论   （一）选题背景与意义

存款保险制度诞生于美国，由于1933年的经济危机，导致美国共9755家银行先后倒闭，储户损失约14亿美元，美国根据《格拉斯--斯蒂格尔法》于次年设立联邦存款保险公司（简称FDIC），保障金融安全，FDIC直接向美国国会负责。巴塞尔银行监管委员会在2009年制定出《有效存款保险制度核心原则》并予以发布，存款保险制度由此开始国际统一化。到80年代初，西方发达国家基本发展起自己的存款保险制度，一些发展中国家也开始尝试。存款保险制度在国际上多年的实践中证明了它在稳定经济、保障存款人利益、促进社会安定中起着重要作用，也为我国的存款保险制度的出台提供了借鉴之策。 我国存款保险制度的建立和发展:http://www.youerw.com/jingji/lunwen_53164.html
