摘  要：依法治国基础而又特殊，是我国一项长期的、现代化的基础发展战略。依法治国的顺利实施关乎我执政兴国的远大目标，与人民的幸福、国家长治久安直接关联，法制的体现也是中国特色的要求，更是中国法理社会的本质，同时也是国家治理能力的内容，是一项特殊的发展战略。面对内环境的复杂，反腐被我逐渐重视，并上升到长期而艰巨的战略任务，更重要的是反腐日益向法制靠拢，制度化、法制化的反腐渐露雏形，如此一来不仅有效推进“吹清风、政推廉行”，同时也是依法治国的内在保障。落实反腐，法理体系不能滞后，完善的法理体系是开展反腐乃至依法治国的关键依据，这就要求反腐倡廉要在完善的法理体系下有理有据开展。完善的法理体系还能有效推进法制中国的进程、规范开展行政工作，同时提升员素质、形成内的清风雅气。71378
