摘要在社会发展进程中，公众对于公共服务的需求在数量和质量上都有了较大的提升。提升公共服务供给能力在推进和谐社会建设、有效实现政府职能类型转变以及提升的领导水平和执政能力等方面具有重要的意义。然而受公务人员公共服务意识缺失、公共服务供给主体单一、中央与地方财权事权不匹配以及监管和评价机制不健全等制约因素影响，我国基层政府在公共服务供给方面显现出能力不足问题，影响着公共产品和服务的提供。因而，建立有效的需求和供给信息收集反馈机制；确立公共服务多元供给体制；加强基层政府公共服务队伍建设；重新界定各级政府财权事权，在体制上促进财权事权相匹配；完善监管体制和绩效评估机制；这些是提升基层政府公共服务供给能力，有效满足公众需求的必要途径。41127
